Every professional fisher landing catch for sale in Puntland must hold a fisher ID card issued by MOFMR. The card confirms identity, home landing site, and permitted gear categories.
Eligibility
Male or female resident aged 18 or above; primary livelihood or regular participation in artisanal fishing; member of a registered cooperative (recommended).
Requirements
- Complete fisher registration form at landing site office
- Provide photograph and national ID
- Declare primary gear and target species
- Basic safety and regulations awareness session
- Pay registration fee
- Receive laminated fisher ID card

Important notice
Fisher ID must be presented upon request by inspectors. Juveniles under 18 may not register as primary fishers.
