Traditional dhows used for fishing or coastal transport in Puntland must register under a simplified category that respects local craft while ensuring traceability and safe operating limits.
Eligibility
Owner is a Puntland resident; dhow used primarily for artisanal fishing or coastal cargo under 15 metres LOA; no undeclared motorized conversion.
Requirements
- Register at nearest district fisheries office
- Declare crew size and primary fishing method
- Safety check for hull, sails, and any auxiliary engine
- Pay dhow registration fee
- Receive dhow licence plaque or certificate

Important notice
Motorized conversions must be reclassified as a vessel registration. Dhows must not operate outside declared coastal zones without authorization.
