GUARDSEA

GUARDSEA strengthens marine surveillance, port inspection, and deterrence of illegal, unreported, and unregulated (IUU) fishing in Puntland waters. The initiative supports coordination among ministry units, port authorities, and community observers to improve visibility of vessel activity and compliance with fisheries regulations.

Activities include patrol planning, equipment maintenance, training for inspectors and observers, and standard operating procedures for boarding, documentation, and evidence handling. GUARDSEA emphasises data collection and reporting so enforcement actions are transparent and defensible.

Community engagement complements official patrols through awareness on licensing, permitted gear, closed seasons, and channels to report suspected violations. The programme also supports cross-border information sharing where arrangements exist with regional partners.

GUARDSEA protects legitimate fishers and national revenue by reducing unfair competition from IUU operators, while supporting MOFMR's stewardship of Puntland's marine resources.
